Public Comment Open on Proposed Affordable Housing Projects

Hello,
This message is to let you know an Affordable Housing development was proposed near your neighborhood! The City of Eugene invites public comment on the proposals submitted for Affordable Housing Trust Fund (AHTF) resources. Public comments will be shared with the AHTF Evaluation Subcommittee, which will score the proposals, and with the full AHTF Advisory Committee, which will make a funding recommendation to staff. The Eugene City Council will make the final funding decision.
In January, the City released a Request for Proposals (RFP) offering $650,439 in AHTF funding. The City received seven proposals: six requesting AHTF funds only and one requesting both AHTF funds and the opportunity to develop and a City-owned development site. All submitted proposals are available on the AHTF RFP website.

The Coleman (previously awarded in 2023). Homes for Good Housing Agency requested an additional $200,000 to build 51 rental units on Highway 99. The homes would serve households earning no more than 50% AMI and 60% AMI.
Public comments may be submitted through May 8, 2026 via email to the AHTF program at EugeneAHTF@eugene-or.gov or offered during the public comment period at upcoming AHTF Evaluation Subcommittee meetings. Meeting schedules and materials will be posted on the AHTF Committee webpage.

The full Advisory Committee is scheduled to discuss the applications and make funding recommendations at its Thursday June 4th meeting at 1:15 pm. Public comment will also be taken at this meeting. The Eugene City Council is expected to consider a final funding decision July 13, 2026.
About the Affordable Housing Trust Fund (AHTF)The AHTF supports the creation of affordable local housing for people with low and moderate incomes. It is funded through a 0.5% construction excise tax on new construction in Eugene. Each year, the City releases an RFP based on criteria developed by the AHTF Advisory Committee. The AHTF RFP is a competitive process open to qualified housing developers. Since the program began in 2021, approximately $4 million has been awarded to help build 485 new affordable homes in Eugene, representing more than $143 million in total development investment.
