The purpose of a Public Health Overlay Zone in Eugene is to ensure that future land development projects meet the community’s goals to sustain a healthy environment, vibrant community, and improved quality of life in surrounding neighborhoods. This type of zoning should be informed by policy and guided by principles of fairness and equity.
